Independent methodological and evidentiary review

Regulatory data must be traceable, reviewable and supported by evidence.

WEETRA examines what a regulatory figure is built on: its documents, its sources, its calculations. We surface what does not hold. An inconsistency, a piece of critical evidence that is missing, a source that cannot carry its claim. And we do it before a file is locked for reporting.

CBAM is our first operational use case. The same methodological architecture is designed to extend to Digital Product Passport requirements and, subsequently, EUDR evidence chains.

The premise

A regulatory value is only as reliable as the evidence behind it.

Reporting now runs on structured data, sources that can be traced, calculations that hold, and a documentary trail someone can actually review. WEETRA checks whether each material value ties back to a source, matches the documents, and, where the data allows, can be recomputed.

What WEETRA reviews

Four review objects.
One evidentiary standard.

01

Source Documents

Documentary source review and validation.

02

Declared, Extracted & Recalculated Values

Verification of declared values against extracted and recalculated values.

03

Critical Contradictions & Missing Critical Evidence

Detection and flagging of contradictions and evidence gaps.

04

Evidence-Chain Integrity

Verification of the integrity and traceability of the evidence chain.

Structured review workflow

each one recorded.

Mission depth

The level sets the depth of the review,
not the outcome.

PRE-DIAGNOSTIC

Pre-Diagnostic

High-level assessment of regulatory exposure and structural readiness.

LEVEL I

Initial Documentary Review

First structured review of the documentary base of a dossier.

LEVEL II

In-depth Consistency & Defensibility Review

Cross-document consistency, contradiction analysis and defensibility.

LEVEL III

Forensic Review & Advanced Evidence-Chain Preparation

Link-by-link evidence-chain examination for high-exposure files.

The mission level reflects the depth of the methodological review, not a purchased outcome.

First operational use case

CBAM documentary and evidentiary review

CBAM is WEETRA's first operational use case. WEETRA reviews the coherence and traceability of supporting information relating to goods, installations, embedded emissions, calculation inputs and documentary evidence.

WEETRA does not replace verification by an accredited verifier where such verification is legally required.

Methodological statuses

Eight statuses.
The only form a conclusion takes.

DETERMINATION READY DETERMINATION READY — SOURCE LIMITED BLOCKED BY CRITICAL CONTRADICTION BLOCKED BY MISSING CRITICAL EVIDENCE BLOCKED BY COMPUTATION SUSPENSION HUMAN REVIEW REQUIRED NOT LOCKED LOCKED FOR REPORTING

These are internal methodological review statuses and not regulatory decisions or certifications.

Documented Evidentiary Due Diligence

Preserve the evidence. Preserve how it was reviewed.

WEETRA documents the evidentiary process behind a regulatory determination: the materials reviewed, the facts extracted, the contradictions identified, the limitations recorded, the remediation carried out and the human decision ultimately issued.

Each covered file is linked to a traceable evidentiary record. Depending on the review level, the resulting Determination Package may include versioned registers, an Evidence Manifest and SHA-256 reference hashes supporting future integrity verification.

The result is not simply a report. It is a structured record of how the determination was reached, and of the documentary state it relied on.

Integrity verification confirms correspondence with a recorded reference file. It does not establish the truth or regulatory validity of its content.
