The right level depends on the volume of documents, the number of installations, goods and suppliers, the reporting periods involved, the inconsistencies found and the analyst work required. A file can move directly from the Evidence Check to Level II when the issues justify it.
The review depth is agreed at the outset. It determines what will be examined, how much detail will be checked and which deliverables are included, taking account of the complexity of the file and the organisation’s needs.
The client chooses how deeply the file should be reviewed, not the result. A Level III review can still end with unresolved issues, while a Level I review can reach a clear conclusion on a simpler file. A deeper review means more documents and calculations are checked and more follow-up can be carried out.
The same file can reveal different issues depending on how many sources are compared and how far important figures are traced back to their supporting documents.
A deeper review does not make the underlying documents better. It allows more of the file to be checked, traced back to source and tested more closely.
Each level answers a different question. The distinction is about depth, not a grade or quality score.

The €490 Evidence Check fee may be credited against a subsequent eligible Weetra review under the applicable commercial terms.
The CBAM Evidence Check sits before the three review levels. It identifies visible weaknesses, relationships that need clarification and signs that a deeper human review may be useful. It does not issue a Weetra Determination.

It answers three practical questions: where is the weakness, what should be checked next, and what depth of review is proportionate?
The output may include a short review note, an initial document list, the visible gaps and inconsistencies, a recommendation on whether deeper review is justified, and priority information requests where relevant.
The Check can be the only engagement. The client may correct the issues itself, stop if no deeper review is needed, or move directly to Level I, II or III depending on the file.

Level I asks what the current record actually supports. It examines the existing documents at a defined depth and distinguishes
Depending on scope, the review may cover goods, supplier, installation, period, quantities, emissions documentation, verification material where relevant and carbon-price evidence where relevant.
Outputs may include a Determination Report, an explanation of how the conclusion is supported, the issues found, the points that could not be confirmed, priority follow-up actions and the reviewed versions relied on.
Level I does not automatically include a full Determination Package or repeated supplier follow-up. Its purpose is narrower: to state what the current documents support. Levels II and III go further by comparing more sources and tracing important figures back to their supporting records.
Level I asks what the current file supports. Level II goes further by comparing documents and figures across sources. When follow-up is included, Weetra also examines whether identified inconsistencies can be clarified or resolved.

A file can contain every expected document type and still fail to reconcile as one coherent record. Having the documents is not the same as proving the relationships between them. Level II is designed to test those relationships.
Level III is not simply a larger checklist. It is a detailed review for complex or high-risk files, in which important figures and statements are traced back to their sources one by one.

The right level depends on the file, the mandate and how the output will be used. The guidance below is indicative, not an automatic recommendation.

When a deeper review is commissioned, Weetra records what was received, what was relied on, what conflicted, what was corrected, what changed and why the final conclusion was reached. That history makes the file easier for an adviser, verifier or authority to understand later.
Depth follows the file. The Evidence Check does not force a Level I purchase, and a file that clearly requires Level II does not have to pass artificially through Level I first.
The CBAM Evidence Check is fixed-price. Levels I, II and III are professional review engagements scoped to the file. Scope and commercial terms are agreed before the review begins.

Level II and Level III depend in particular on dossier size, document volume, installations, entities, reporting periods, inconsistencies, follow-up needs and the amount of professional review required. No deeper review is recommended where the file does not justify it.
The customer may correct the dossier independently, request an eligible deeper review on the same dossier, leave it unchanged, or purchase a separate Evidence Check for a new dossier.
After independent changes, the customer may order a EUR 190 excl. VAT re-check of the same dossier. New and replacement documents create a new dossier version; earlier evidence, findings, executions and reports remain unchanged.
Settled eligible Evidence Check executions accumulate credit only on the same dossier and may be applied to an eligible deeper WEETRA review under governed commercial terms.
