Hydrogen files are highly dependent on production pathway, feedstock and energy inputs, installation boundaries and the monitoring records used for the calculation. Generic low-carbon claims do not replace the CBAM evidence required for the specific production route.

What data and documentary relationships matter

Hydrogen evidence is highly route-specific. The file should connect the hydrogen product to the producing installation, production technology, feedstock and energy inputs, relevant electricity or fuel data, reporting period, production quantity and the source records behind the embedded-emissions calculation.

Common evidence breaks

Breaks can occur when generic “low-carbon” claims replace route-specific source data, when electricity information cannot be tied to the installation and period, when feedstock or energy quantities do not reconcile with hydrogen output, or when a later monitoring change alters the calculation basis without a clear version trail.

What a producer may need to support

A hydrogen producer may need to support installation boundaries, the production route, feedstock and energy inputs, production quantity, relevant emission factors and source records, allocation where more than one product or process is involved, and the monitoring/calculation version used for the reporting period.

What an EU importer may need to connect

The importer should be able to connect imported hydrogen to the specific producer, installation and production route, rather than relying on a generic product description or environmental claim. The reported value should remain linked to the relevant period, source data and verification information where applicable.

Monitoring, calculation, versions and periods

Hydrogen calculations can be particularly sensitive to electricity sourcing, feedstock assumptions, operating periods and route changes. A reviewed record should distinguish the data used for the declared period from later estimates or revised operating configurations and preserve the reason for any correction.

Verification readiness

Verification readiness means presenting route-specific monitoring and source evidence in a way that allows an independent verifier to examine the calculation and its boundaries. WEETRA can identify missing links, inconsistent versions and unresolved evidence issues before that independent assessment.

How WEETRA looks at the documentary record

WEETRA tests whether the hydrogen dossier connects product, route, installation, input data, period, quantity and calculation without substituting generic sustainability claims for source evidence. The review records where the file is coherent and where the evidence remains limited.

For hydrogen, later reconstruction should preserve the production route, installation boundary, feedstock and energy assumptions, reporting period and source data used at the time, including any change that altered the calculation.
