As of 14 September 2026, the downstream-extension file is still in the legislative process. The Commission proposed 180 additional downstream products; the Council general approach covers 200; the ENVI report proposes 457. Parliament is due to vote during the September plenary. None of those counts should be described as final adopted scope before the legislative process concludes.
