WEETRA publishes enough reasoning to permit external scrutiny while keeping controlled internal review procedures outside the public corpus. Public material explains the problem, the reasoning and the limits. Detailed internal procedures remain controlled.

The current CBAM legal basis includes Regulation 2023/956 and the definitive-period implementing rules. Commission guidance explains application but does not replace the binding legal text.
WEETRA publications retain their own regulatory cut-off dates. Later legislation or guidance is not presented as if it formed part of an earlier publication.

A reduction based on carbon price paid requires records demonstrating the carbon price, relevant rebates or compensation, independent certification and evidence of actual payment, with retention through the fourth year.
WEETRA examines whether the file supports the carbon-price treatment being claimed and records documentary limitations where the evidentiary chain remains incomplete.
