When included in the mandate, the Determination Package is the record behind the Determination. It links the conclusion to the documents reviewed, the versions used, the questions raised, the corrections received and the analyst’s work.
Depending on scope and review depth, the package can include the Determination and an explanation of how it is supported. It can also include the documents reviewed, key information checked, inconsistencies and unresolved points, the history of questions and corrections, the analyst’s review notes, a supporting-document list, file-integrity checks and the relevant versions.

If the file is questioned later by an adviser, verifier or authority, the package helps show what was received, what changed, what was relied on and what could not be fully confirmed at the review cut-off.
The package organises the review history. It does not replace the original documents, and accredited verification remains the responsibility of the appropriate accredited verifier.
A CBAM file may need to be understood years after the original reporting work. The Determination Package keeps a clear record of the documents reviewed, the issues found, the corrections made and the basis of the conclusion. It is not a statutory CBAM report.

Example: Monitoring Plan v3.1 is received, but the calculation refers to v3.2. Clarification is requested and v3.2 is supplied. A second issue then appears: the production quantity does not reconcile. A reconciliation is provided, the review is completed and the Determination is issued. Three years later, the file can still show what was first received, what changed, which replacement document was used and why the conclusion was reached.

An archive stores files. The Determination Package explains how those files were used, which versions mattered, what problems were found and how important issues were resolved.
The package does not replace original source records, statutory retention duties, accredited verification, legal advice or an authority decision. It is a Weetra deliverable designed to preserve the reviewed documentary record.
A later reviewer should not have to rebuild the whole history from a final spreadsheet. The value is being able to see what was received, what changed and what the final conclusion relied on.

The scope, review cut-off, unresolved points and documents relied on should stay with the Determination rather than being separated from it.
