CBAM Evidence Check

Start with the evidence you already have.

A rapid, structured first examination of available CBAM documentation. It identifies visible evidence gaps, potential contradictions, documentary relationships and human-review triggers, then routes the file to the appropriate next step.

What it is

A structured first evidence screen designed to determine the right review depth.

The Evidence Check is WEETRA’s entry screening layer. Review Levels I–III add human-governed documentary review, deeper reconstruction and formal review outputs according to scope.

Who it is for

The same entry point, different documentary roles.

The document population and questions change with the role of the organisation submitting the file.

What to upload

Upload the evidence relevant to your role.

A useful file may include customs records, invoices, packing lists, supplier declarations, production records, emissions calculations, monitoring plans, installation records, precursor documentation, verification-related material, carbon-price evidence, spreadsheets and other relevant source documents.

  • Customs and commercial records
  • Invoices and packing lists
  • Supplier declarations
  • Production and installation records
  • Monitoring plans and supporting source records
  • Emissions calculations and workbooks
  • Precursor documentation
  • Verification-related documentation
  • Carbon-price supporting evidence where relevant
  • Supplier correspondence
  • Versioned documents and revisions
  • Other evidence necessary to understand the claim
What WEETRA checks

Focused evidentiary questions for rapid documentary screening.

The screen can identify missing documentary families, weak identity links, period and quantity mismatches, contradictions, traceability limitations, difficult installation attribution, version conflicts, calculation-reproducibility issues, precursor dependencies and other triggers for human review.

Example finding

Monitoring Plan referenced: v3.2
Monitoring Plan supplied: v3.1.
The Evidence Check records the version gap instead of silently assuming equivalence.

Example finding

Customs records: 1,024.8 tonnes.
Supplier production allocation: 1,038.2 tonnes.
The values require reconciliation before they can be treated as one coherent quantity.

What you receive

A concrete CBAM Evidence Check Report.

Scope & corpus

Organisation role, reporting period, documents analysed and the main relationships identified.

Structured findings

Evidence gaps, potential contradictions, source limitations, relationship gaps, period or quantity issues and human-review triggers.

Actions & next step

A clear action for each material finding and a proportionate next step: client remediation, Level I, Level II or expert review where justified.

Evidence gapPotential contradictionSource limitation

Findings remain distinct and actionable, with each issue tied to the relevant evidence and the action required.

Recommended action: Obtain the controlled v3.2 version from the installation operator.

Next step: Client-side remediation.

What happens next

The findings determine the appropriate next step.

A file can conclude at Evidence Check, move to client-side remediation, or proceed directly to the review depth justified by the evidence.

01

Remediate directly

Use the findings to obtain missing material or correct documentary relationships and close the identified issues.

02

Conclude at Evidence Check

Files whose findings are resolved can conclude at Evidence Check.

03

Move to the right Level

Where deeper examination is indicated, the file can move directly to Level I, II or III according to the evidence.

Two layers

Screen first. Reconstruct more deeply only when the file requires it.

Entry layer

CBAM Evidence Check

Rapid, structured evidence screening with a findings report and remediation orientation.

Professional review layer

Levels I, II and III

Human-governed documentary review, deeper evidence reconstruction, Determination where applicable and a Determination Package according to level and mandate.

Where a deeper WEETRA Review follows, the initial evidence set can be carried forward rather than rebuilt from scratch.

SECURE EVIDENCE HANDLING

Security & Data Protection

Regulatory evidence can contain sensitive industrial, supplier and production information. WEETRA processes client evidence through a controlled Portal architecture hosted in Germany, within the European Union.

Hosted in Germany, within the European Union

Core client evidence is held in the WEETRA Portal hosting environment in Germany. This keeps the primary evidentiary processing environment within the EU.

Controlled ingestion from the first byte

Files are fingerprinted with SHA-256 during ingestion, enter quarantine, receive malware status and are screened by ClamAV before they become available to the analysis workflow.

Access designed around roles and sensitive functions

Portal access is governed server-side. Sensitive functions use strengthened authentication controls, including MFA where required, together with rate limiting and controlled sessions.

Client evidence stays in the regulatory data plane

Evidence files, OCR content, case-level facts, detailed findings and reviewer notes remain in the Portal. WEETRA Ops receives only sanitised operational telemetry and opaque references needed for supervision.

Current access

Request secure Evidence Check access.

Current access starts with one structured request. Secure workspace instructions follow before any sensitive evidence is transferred.
