WEETRA is built around a simple principle. The institute must be accountable for the conclusions it issues. Review work may draw on structured tools and specialist contributions, but responsibility for the institutional conclusion remains with WEETRA.
Leadership therefore means custody of the institute’s boundaries, review standards, publication discipline, independence and the conditions under which a Determination may be issued.
An institute that asks organisations to make their files reconstructible should itself be clear about who answers for its work and public positions.
Founder & Executive Director
Adine Hadadji is the Founder and Executive Director of WEETRA Organization. The role carries responsibility for the institute’s review standards, research direction, governance and public positioning.
That responsibility is defined by what it answers for rather than by scale. The coherence of the WEETRA review process, the standards applied to publications, the boundary between a WEETRA Determination and external authority, and the long-term direction of the institute.
Review work follows defined standards and may involve different professional contributions. Leadership does not mean that a single person performs every operation in a file.
A review process remains credible only if changes are deliberate, documented and consistent with the standards already in force. Leadership is responsible for preserving coherence across the following areas.
Keeping the controlled handbook, the public review process and the CBAM Review Options consistent as each develops.
Ensuring that the statuses a review can return, and the conditions under which they apply, remain stable and intelligible.
Ensuring that responsibility for the final conclusion is clear and exercised under defined review conditions.
Maintaining the boundary between WEETRA’s review and the functions reserved to declarants, accredited verifiers, legal counsel and competent authorities.
Assessing whether a further regulatory-data domain can be addressed through the existing review process, or whether the process itself would have to change.
A WEETRA Determination is an institutional conclusion tied to a defined reviewed corpus and mandate. The responsibility for issuing it must be attributable within WEETRA.
Leadership is responsible for the governance under which a Determination may be issued. That includes who may take responsibility for it, the reviewed basis on which it rests and the mandate within which it is issued. This is an institutional responsibility. It does not confer accredited-verifier authority or bind any authority.
Institutional leadership also covers what the institute publishes, including research papers, technical contributions, working papers and controlled public positions.
That responsibility runs in both directions. It covers the reasoning being made available for external scrutiny, and it covers making sure publication does not overstate the institute's authority or imply endorsement it has not received. Nothing WEETRA publishes has been approved or adopted by any regulatory authority.
The present priority is the operational application of the WEETRA review approach to CBAM. The longer direction concerns regulatory-data systems more generally, and the recurring questions within them
Digital Product Passport requirements and EUDR evidence chains are studied as future extension and research. They are not presented as operational Determination services equivalent to CBAM.
The future of compliance will not be determined by the quantity of data available, but by the ability to demonstrate where that data comes from, how it was produced, and whether it can withstand scrutiny.Adine Hadadji, Founder & Executive Director
Leadership serves the institute. The review process, evidentiary principles and institutional boundaries must remain intelligible on their own terms, independently of any personal authority.
That is an important institutional test. The reasoning should be understandable from the evidence and the stated review process, not merely from the identity of the person who signed it.
