CBAM, Digital Product Passports and EUDR: a common evidentiary infrastructure

How different EU regulatory regimes can reuse governed facts without collapsing distinct legal claims into one universal dataset.

CBAM, Digital Product Passport requirements and EUDR regulate different subjects. The paper examines the evidentiary layer they increasingly share: product and operator identity, source records, locations, periods, methods and traceability. The reusable asset is a governed evidence structure that can connect shared facts to separate legal claims.

Scope and central proposition

The objective is not to make the regimes identical. It is to preserve source continuity so that the same underlying facts can be reused responsibly while each legal claim remains separately governed.

CBAM, Digital Product Passport, EUDR, traceability, evidence infrastructure and regulatory data.
